In this article we highlight the correlation between ‘security’ and ‘development’ and the perspective of ‘external assistance’ in the reform and development of the security sector. Based on the complexity of the researched topic, we focused on the phenomenon of globalization in the process of ensuring security as a major principle of interconnection and interaction of security and sustainable development. This allowed us to identify the framework for the manifestation of external assistance in the reform of the security sector at the international and national level by identifying the framework of collaboration of the Republic of Moldova with international actors and institutions. This approach highlights that external assistance provides a foundation for the well-being of society, and the efforts of governments and international actors through the practical applicability of state institutions’ policies and strategies in the field of security create a secure environment for continued development, poverty reduction, good governance, and the rule of law.
