The phenomenon of corruption can be described as a reality of all times, due to the fact that it has always accompanied the development and evolution of society. Although it is an extremely widespread and well-known process, it is difficult to define this concept on a widely accepted scale. All the definitions launched by researchers, scientists describe corruption as a complex phenomenon, with various connotations and perceptions. Although, apparently, things are clear about the harmful nature of corruption, trying to define it poses serious conceptual problems. Generically defined as a metastasis for public institutions, corruption almost always refers to a tendency to change for the worse or a performance undermined by selfish interests. The events and changes of humanity that have perished over the years, show us that the phenomenon of corruption has existed in the earliest stages of development of society. Corruption has its origin in the Latin "corruptio" and the French word "corruption", which means deviation from morality, honor, duty or fornication. The issue of corruption and anti-corruption is receiving increased attention both from different categories of specialists (lawyers, sociologists, criminologists) and from international bodies and organizations, on the occasion of symposia, conferences or working groups. As a multidimensional phenomenon, it proved to have an unexpected vitality, developing together with society and the state. At the same time, the phenomenon of corruption has acquired new dimensions, forms of manifestation and implications. The analysis of this aspect of international cooperation cannot be carried out without taking into account scientific developments, which reveal the characteristics of the world order at the beginning of the 21st century, the causes of new risks and challenges, overcoming conflicts and crises, and the evolution of corruption. The multidimensional aspects of the corruption phenomenon have led to the need for its research through the prism of several scientific approaches. Thus, corruption serves as an object of study for a variety of sciences such as sociology, economics, politics, law, psychology and less for the theory of international relations. |
