Background. Since 1978, many published international documents support the responsibility of Governments to reform health systems. The Government of the Republic of Moldova (Moldova) has declared its commitment to the implementation of family medicine in order to maintain the health of the population. Objective of the study. Identification of normative acts issued by the Ministry of Health (MoH) on primary health care to reflect interventions at the level of health policies in order to implement family medicine in the Republic of Moldova. Material and Methods. The study covered the period 1998-2017. The MoH orders on the functioning of primary health care were selected on the official website of the Ministry of Health, Labor and Social Protection. Other relevant sources were used to complete the study. The selected documents were classified into six categories at the proposal of the author. Descriptive analysis was applied. Results. The total number of selected Orders (90) were classified according to the area of intervention as follows: Political approval of primary care reforms (14); Ensuring the provision of services in collaboration with the National Health Insurance Company (26); Provision of primary medical services (14); Organization and functionality of primary care facilities (12); Information system and administrative work (11); Training of medical staff (13). 23 essential interventions for the development of family medicine were identified, among which 6 regarding the organization and functionality of primary health care facilities, 5 for the training of medical staff, etc. Conclusion. The steps taken for the implementation of Family Medicine in the Republic of Moldova (1993-2016) confirm the complexity and continuity of this process, but there are no clear indications on a systemic approach in developing normative documents to the areas considered essential for intervention. |
