This paper identifies and discusses key elements associated with lasting democracy — one of the bases vital to fostering a modern society across multiple levels of societal organization. The author’s attention is focused on the analysis of the conceptions of democracy and on the effects of several types of political participation. The paper determines the relevance of political participation for democracy and democratization. The vast majority of democratic theory either implicitly or explicitly assumes the need for widespread citizen participation. It requires that all citizens possess the opportunity to participate and also that they take up this opportunity. Participatory democracy thus appears not so much as an alternative to representative democracy, but rather a complement to it, an important source, capable of printing more substance. Changing patterns of political participation observed by political scientists over the past half-century brings the new elements for the traditional democratic theory and practice, highlighted in the article. Through its theoretical postulats, examples, and practical analyses, this article presents a framework for the concept of democratic participation. |
