The article examines the phenomenon of bureaucracy from the contemporary democracy point of view, on the emphasis given to the status and the role of public servants in the administrative system. A special focus is given to the problems faced by Moldova in the two decades of independence, such as unjustified increase in number of civil servants and the need for professionalism, the phenomenon of corruption and depolitization of public administration etc. The author concludes that the most effective mechanism to regulate the administrative capacity of the State is to extend and consolidate democracy, to develop the rule of law that is exercising the power in accordance with the law.
