Background. Every third person in the Republic of Moldova suffers from hypertension, and premature mortality caused by cardiovascular diseases was 57% (2016). Currently, therapeutic education has become the equivalent component of drug treatment in disease management. Objective of the study. The purpose of the study was to evaluate the official provisions as a basis for the education of hypertensive patients. Material and Methods. Study design was descriptive. The relevant official documents of the Government, the Parliament, Ministry of Health, labor and Social Protection (MHLSP), National Health Insurance Company (NHIC), National Agency for Public Health (NAPH) and of the primary health care institutions were studied. Results. The education of hypertensive patients is promoted in general terms by Law no. 10 of 03.02.2009, Order no. 546 of 01.07.2016, Government Decision no. 1000 of 23.08.2016, Order no. 829 of 29.10.2016. According to the NAPH Annual Report, 117,318 people were enrolled in 2017, and according to the NHIC data, the performance indicators regarding cardiovascular diseases are met to the extent of 40% and there are no data on the volume of expenses allocated for education measures. Only one medical institution has published on the website the list of topics, based on which the education in the management of hypertension is performed. Conclusion. The education of hypertensive patients is a mandatory measure in primary health care, but it requires additional efforts to be implemented and provided so that it can have beneficial effects on patients' health. |
