Because the transnistrian region of the Republic of Moldova is a closed territory, in which the constitutional authorities of the Republic of Moldova do not have effective control, human rights are poorly promoted and cannot be effectively defended. The influence of human rights monitoring institutions is practically non-existent in this territory. Thus, one of the few human rights protection mechanisms is the European Court of Human Rights. Following the judgments made by ECHR in the transnistrian cases, the constitutional authorities are obliged to elaborate public policies, strategies, normative acts meant to promote and defend human rights.
