Effective management of EU projects is essential for joining the EU and involves development of an institutional and procedural fundraising process and training of specialized personnel for this purpose. Experience shows that countries that have not paid due attention to this area during the pre-joining phase, faced difficulties in participating in the formulation of European policies and fulfillment of obligations as a member state. The task is more difficult for a small country like Moldova because it needs to mobilize administrative resources, comparatively higher than other countries with European aspirations.
