The purpose of the article is a discourse analysis of theoretical approaches and documents that cover the issues of transformation of the party and political systems of the European Union member States. Being different in their deological orientation, electoral base and territorial basis, modern parties in the countries of the European Union are influenced by General trends of development: fragmentation of party Genesis and changes in the configuration of party systems. An important result of the discourse analysis is the conclusion about the weakening of the traditional parties of the left and right of the center, which from the national level has become a trend of the pan-European political process. The party systems of modern Europe within the Sartori typology of party systems change from bipolar (or dominant) to „moderately pluralistic” or multiparty, as evidenced by fluctuations in the Laakso-Taagepera index. As a result of recent election cycles, bipolar party systems have been transformed in such States as: Sweden, the Netherlands, Germany, Austria, France, Slovenia, Bulgaria, and Austria. The party systems of the Baltic States, primarily Estonia, are classified as stable systems. The content analysis of scientific literature also allowed us to draw a conclusion about the territorial homogeneity of voters and a high degree of personalization in the party systems of the European Union countries. A feature of the process of party Genesis is the formation of parties „from below” through „cyberparties”, „online parties”, „virtual”, „Internet parties”, „one-bus parties”, network parties, which are characterized by the absence of an institution of membership, network communication channels, direct links with voters. The growing role of „small parties” in political processes, which are not part of the government, do not lead it, and in the future are not focused on active participation in elections, due to the limited number of voters, is confirmed. The growth of the number of local-regional and nationalist parties is of great practical importance. This trend is objective in nature and is caused by the desire of political elites at the local, regional and national levels to respond to the specific needs of a particular region's voters. |
