Rezumat | ||||||
Continuous growth of the quality in the management of the health system, of the activity
of PMSI and of the medical services provided for the population, are the most important
sources of medical assistance efficiency ascension.
At the same time, till now there are no clear quality criteria in available bibliographic sources
and in practice, which would allow an unequivocal estimation of all activity directions of
specialists, public medical sanitary institutions and of the sanitary system. In this research
the first step has been carried out to replace the created gap, which could be applied to
similar medical sanitary institutions within Primary Health Care Assistance.
SMART criteria for the complex activity assessment have been developed by applying
qualimetry approach and its methods, comprising 9 groups of indicators, quantitative
criteria of 139 indicators and 4 quality estimative levels. The methodology of criteria
and algorithm development is represented in details, both for the assessment on the
individual and PMSI level.
Elaborated criteria represent a practical tool for the analysis and highlighting of
problems related to the quality of activities (family doctor, PMSI, PHC service etc.)
and for the objectification of oriented management software.
