In the content of this article are analysed the premises of creation of the terrorist organization “Islamic State” and are elucidated the geopolitical issues in the regional and international context. The author reveals the outstanding issues that have created a favourable ground for the emergence of the terrorist organization “Islamic State”, which eclipsed the terrorist group Al-Qaeda. The author considers that if the strategy applied by the “Islamic State” would have a success, the international community would be forced to face a new scenario emerged during the history of terrorism and national construction by providing a realistic solution to the “dilemma of terrorism” which remains until the last challenge to the modern state. The researcher pays attention on positions of various experts referring to the creation and evolution of terrorist organization „Islamic State”, recommending to develop the mechanisms to respond to threats, which are coming from this organization, and presents personal point of view on this issue..
