The political parties are essential components to forming the political institutions and mechanisms necessary for training, promotion and strengthening foreign policy. A special weight hold the domestic institutions: parliament, government and relevant institutions specializing in foreign policy activity. But we can not deny the weight of external institutions (councils, committees) through which occurs the achievement of political, economic, social, cultural dialogue and which are identified the common solutions to common problems. Thus, each institution is responsible for its place and role in the society, and the political parties become generators of programs and provision of foreign policy and political actors directly involved in identifying the effective strategic and tactical options in a particular context, for to achieve a high level of development of the entire city.
