Rezumat

Education Reform in Moldova Project (ERMP) was implemented between 2018 and 2021 by the Ministry of Education, Culture and Research, financed by the International Development Association (IDA) and on 74% implemented by the Moldova Social Investment Fund (MSIF). This Project aimed to improve the quality of general education and create dignified conditions by renovating the constituency’s high school and gymnasium educational institutions and equipping them with teaching goods and materials. For achieving this goal, 17 large schools with a capacity of 700-1000 students were selected and a budget of $12,000,000 (approx. $700,000 per institution) was allocated by IDA. The ERMP impact evaluation study was carried out during 2021-2022, after the Project implementation. Main goal of the study was to collect quantitative and qualitative data to identify whether the opinions and recommendations of parents, students, school principals and teaching staff were taken into account in the process of planning and implementing renovation works within ERMP. This goal was achieved with the assitance of the survey application at 23 renovated schools and the target group included the project beneficiaries such as school directors, teachers, parents and pupils. Research methodology included both quantitative and qualitative components. The quantitative component included a survey, representative at the renovated schools level, and the qualitative component was presented by a recruitment form and a guide with open questions. This study demonstrated that the integrated indicator of the project’s beneficiaries satisfaction is at a high level of 84% on avarage across all renovated schools, and the increase of the average satisfaction level is +14.5% across all categories of beneficiaries.
