Actually, we live in a society in which the level of criminality has a general dynamic and development trend. Respectively, this dynamic is materialized taking into account some deficiencies in the activity of various state structures during the transition period. The positive change in specific internally conditions, as well as the intensification of international cooperation, can decisively influence this trend in its long-term evolution. Organized criminality can only exist in the conditions of a totally corrupt society, because the specific character of this phenomenon consists in the fact that the leaders of the criminal communities are quite well known. Organized criminality represents that criminal segment to which the illegal activities relate, which seriously affect certain sectors of economic, social and political life, carried out by various methods and means, constantly planned and conspired, by associations of individuals, with a well-defined internal hierarchy, with specialized structures and self-defense mechanisms, in order to obtain illicit profits at very high levels. Thus, actions aimed at combating criminality in general and organized criminality in particular must be based on a solid theoretical basis, and the source of the elaboration of the perspective programs should be the appreciation at its fair value of the damage caused as a result of the criminal manifestations. |
