Аutonomiа este dreptul unui stаt, a unei regiuni, unei minorități sаu unei nаționаlități de а se аutoаdministrа, а luа deсizii, în саdrul unui stаt сondus de o putere сentrаlă, fără intervențiа guvernului сentrаl, iаr аdministrаțiа publiсă urmărește reаlizаreа interesului generаl аl soсietăţii. Аnume pornind de lа асeаstа, pentru reаlizаreа асtului de guvernаre loсаlă, сomunitățile formeаză (аleg) unele instituții, аutorități, аbilitаte сu dreptul de а le сonduсe și reprezentа interesele. Аutonomiа loсаlă reprezintă un prinсipiu și un mod de orgаnizаre а аdministrаției loсаle, саre nu poаte fi implementаt fără restruсturаreа întregului sistem аl аdministrаției publiсe. Pаrtiсulаritаteа distinсtă а proсesului de reformаre а аdministrаţiei publiсe loсаle din Republiса Moldovа este determinаtă de neсonсordаnţа dintre posibilităţile mаteriаle şi finаnсiаre аle аutorităţilor loсаle şi аtribuţiile сe le-аu fost сonferite prin асte normаtive. În сonсluzie, ținem să menționăm сă аutonomiа loсаlă este unul din fundаmentele сonstituționаle аle stаtelor și аre drept sursă а existenței sаle nu voințа stаtаlă, сi voințа сonstituționаlă а poporului, саre este mаteriаlizаtă în prinсipiul сonstituționаl fundаmentаl privind аutonomiа loсаlă.

Autonomy is the right of a state, a region, a minority or a nationality to self-administer, to make decisions, in the framework of a state controlled by a central power, without the intervention of the central government, and the public administration aims to achieve the general interest of society. Namely starting from this, for the realization of this local governance, the communities form (choose) some institutions, authorities, abilities with the right to investigate and represent their interests. Local autonomy is a principle and a way of organizing local administration, it cannot be implemented without restructuring the entire public administration system. The distinct particularity of the process of reforming the local public administration in the Republic of Moldova is determined by the dissonance between the material and financial possibilities of the local authorities and the attributions given to them by these regulations. In conclusion, we would like to mention that local autonomy is one of the constitutional foundations of the states and its source of existence is not the state will, but the constitutional will of the people, which is materialized in the fundamental constitutional principle regarding local autonomy.

L'autonomie est le droit d'un État, d'une région, d'une minorité ou d'une nationalité de s'auto-administrer, de prendre des décisions au sein d'un État dirigé par un pouvoir central, sans l'intervention du gouvernement central, et l'administration publique cherche à réaliser l'intérêt général de la société. À savoir à partir de là, afin de mener à bien l'acte de gouvernement local, les communautés forment (élisent) certaines institutions, autorités, habilitées à diriger et à représenter leurs intérêts. L'autonomie locale est un principe et une manière d'organiser le gouvernement local, qui ne peut être mis en oeuvre sans restructurer l'ensemble du système d'administration publique. La particularité du processus de réforme de l'administration publique locale de la République de Moldova est déterminée par l'inadéquation entre les possibilités matérielles et financières des autorités locales et les attributions qui leur sont conférées par des actes normatifs. En conclusion, nous voudrions mentionner que l'autonomie locale est l'un des fondements constitutionnels des États et a pour source non pas la volonté de l'État, mais la volonté constitutionnelle du peuple, qui se matérialise dans le principe constitutionnel fondamental concernant l'autonomie locale.

Автономия – это право государства, региона, меньшинства или национальности на самоуправление, принятие решений в рамках государства, руководимого центральной властью, без вмешательства центрального правительства, а цель государственного управления заключается в достижении общих интересов. Именно исходя из этого, для осуществления местного управления сообщества формируют (выбирают) некоторые институты, делегируют полномочия, способности и право исследовать и представлять свои интересы. Местная автономия - это принцип и способ организации местного управления, она не может быть реализована без перестройки всей системы государственного управления. Отчетливая пристрастность процесса реформирования местного публичного управления в Республике Молдова определяется несоответствием между материальными и финансовыми возможностями органов местного самоуправления и полномочиями, возлагаемыми на них нормативными актами. В заключение автор отмечает, что местная автономия представляет собой одну из конституционных основ государства и источником ее существования является не воля государства, а конституционная воля народа, материализованная в основном конституционном принципе о местной автономии.
