Rezumat | ||||||
The practice of personnel management in public authorities of various countries was formed under the influence of various features of their development: political, economic, social, historical, scientific, ethnic, cultural, etc. Therefore, each country has its own practice and, accordingly, signs of its inherent type of personnel policy of the state (closed or open) and the type of public service (job or career). The rapid development of the world community after the Second World War was accompanied by almost revolutionary transformations in all sectors, especially in the economy and production, which prompted to tighten the requirements for the provision of high-quality public services with lower material costs. In other words, most developed countries were forced to join forces to reform the civil service. The experience of EU member states can be useful in developing the regulatory framework for public service personnel management in accordance with the leading European principles, which are: priority of the rights and freedoms of citizens; openness of personnel policy in the field of public service; leading and innovative nature of personnel policy; effective labor motivation; assessment of the employee according to the results and methods of work. |
