В статье рассмотрено систему нормативных документов, которыми должны руководствоваться органы и службы при осуществлении кинологической деятельности. Представлено авторское видение понятия правовое регулирование кинологического обеспечения и правовые основы такого обеспечения. Акцентировано внимание на том, что понятие правового регулирования в сфере кинологического обеспечения не может ограничиваться исключительно нормативным регулированием, так как специфика обращения с животным имеет особенный характер. Определены основные недочеты украинского законодательства, которое регулирует вопросы в сфере кинологического обеспечения правоохранительной функции государства. Предложены пути совершенствования законодательства с целью избегания правовых коллапсов.

The article examines the system of normative documents, which should be guided by bodies and services in the implementation of cynological activities. The author’s vision of the concept of legal regulation of cynological support and the legal basis of such support is presented. Attention is focused on the fact that the concept of legal regulation in the field of dog training cannot be limited exclusively to normative regulation, since the specificity of the treatment of animals is of a special nature. The main shortcomings of the Ukrainian legislation, which regulates issues in the field of dog training for the law enforcement function of the state, have been identified The ways of improving legislation in order to avoid legal collapses are proposed.

Articolul discută sistemul documentelor normative care ar trebui să fie ghidate de organisme și servicii în implementarea activităților chinologice. Este prezentată viziunea autorului asupra conceptului de reglementare legală a sprijinului chinologic și temeiul juridic pentru o astfel de prevedere. Atenția se concentrează asupra faptului că conceptul de reglementare legală în domeniul sprijinului общественныchinologic nu poate fi limitat doar la reglementarea normativă, deoarece specificul manipulării unui animal are o natură specială. Au fost identificate principalele neajunsuri ale legislației ucrainene, care reglementează probleme în domeniul instruirii câinilor pentru funcția de aplicare a legii statului. Sunt propuse modalitățile de îmbunătățire a legislației pentru a evita colapsurile legale.
